We bring it all together
The "Phase 0 Team" was established within the KVL Group in 2017 when we identified clients' need for support was significant even before the start of project definition. This, together with the realisation that project development can still impact project control and project management in later phases, led to the launching of a series of seminars in 2019 to explain what project development is all about, thus strengthening our employees appreciation for the concerns of the clients. The seminar was initiated and conducted by Luana Cortis, Reinhard Schulz and Matthias Werner.
This project led to the idea of expanding our range of project development services and offering them throughout Germany. In March 2020 KVL Projektentwicklung Plus GmbH was founded and these are the people who made it happen:
Luana Cortis
Managing Partner
Born in Munich, she graduated in architecture at the Technical University of Munich in 2014. Three years later she completed the part-time Clima Design degree programme; her master's thesis examined the potential for improvement in project management to advance the construction of integrally sustainable buildings. Luana Cortis has been working for the KVL Group since 2012.
Matthias Werner
Managing Partner
The Munich-based architect has been working mainly in the area of planning consent and approvals since 1998. In 2004 he set up his own architectural practice, dealing with the entire spectrum of HOAI services as well as land use planning and competition assessment. In 2012/2013, he founded KVL Bauconsult München GmbH as a managing partner with a focus on project management, TDD and consulting in the early project phases.
Reinhard Schulz
Managing Partner
As a business graduate with additional qualifications in project development, Reinhard Schulz brings together two perspectives - the real estate and the financial. His keen sense for clients' wishes and their business decision-making, coupled with the aspiration to pursue new markets and products, fit in nicely with the interdisciplinary approach at KVL PE+.
Scope of services
Project development systematically brings together the idea, site and capital and establishes the strategic basis of the project.
We develop individual and client-specific project strategies that translate into concrete actions for project or development formulation. From market analysis, occupier identification, ideas workshops and dialogue procedures to project costing and specific stakeholder management, we provide all the services required for project conception and initiation. Together with our clients we thus create the best possible foundations to make sure that the project is managed on schedule, within budget and in line with quality standards.
The scope of services is divided between what we consider to be the critical phases of project development: analysis, concept and initiation. Each of the listed service modules can be standalone or put together in packages to suit your requirements.

KVL Project management
A one-stop shop. After successful definition of the site, idea and capital, project management or project control is transferred to the safe hands of KVL, which has around 200 employees throughout Germany. This handover process can last up to and including service phase 2, ensuring the integral sharing of knowledge. Partial services such as stakeholder management or PR can also be provided until project completion.

One team, two locations. We are a young and interdisciplinary team who bring in experience from different sectors of the real estate industry. Putting the best line-up together for your project is a given with us.
Analysis phase
We examine the applicable construction laws and approvals and look into the potentials. What type of occupier can we imagine here? What are the competition doing? What risks do the existing buildings pose?
The analysis phase lays out the groundwork for project development, whereby it is not uncommon for deal breakers to be identified that compromise the project's viability. All being said, if no insurmountable hurdles are encountered in the analysis, the conceptual design process can begin.
Zoning/Land use planning
Land use planning regulates the location, configuration and extent of new buildings through development controls. It is not uncommon for land use planning to include stakeholder management to encourage public participation and transparency. We coordinate all relevant planners and represent the client or project to the public.
Economic efficiency
A stable cost/income ratio is essential for a project to be economically sustainable. Timely understanding of both the revenues that can be realistically expected and the projected production costs is crucial. We typically kick-off a project with a residual value calculation to define the maximum acceptable entry price. A multi-level calculation scheme then allows us to determine the economic framework for further development and planning.
Ideas competition
The ideas competition is not just a forum for discovering the best ideas. It also serves as a practical tool to get policy makers and the public involved in the project and make the development transparent, which helps accelerate the project's progress.
We provide all the services you need; from selecting the judging panel and planners, preparing the proposal, reviewing the entries to putting on events.
Identity and brand development
A brand is neither an advertisement nor a logo. A brand is a mindset that guides the development of buildings and entire neighborhoods throughout the entire process. This in turn creates an identity that resonates with all parties involved (from planners through to neighbours and later occupiers). To ensure consistency in this respect in all planning phases, we begin at this early stage with the development of an identity and brand mission statement.
Project initiation
The best concept only becomes a successful project if the transition from idea to realisation takes place smoothly and without any loss of information. At commencement of work, the project must be properly set up, structures and processes must be in place and other project participants must be brought on board. By developing project structures, we help to ensure that the initial ideas are also reflected in the finished building. Timely development of the economic framework and brand mission statement help us to systematically plan and build.
